I don't think the order really matters - but maybe start with one at a time, so you get the feeling of each one.
The really important thing is the order inside the X:\X-Plane\Custom Scenery\scenery_packs.ini file. I'll paste here what I have - note that my folder structure may differ from yours (I have all my stuff on an SSD at X:\)
